Papers can lie. Physics and the network cannot.
A passport is only as honest as the register behind it, and an MSME's register is often handwritten. The auditor's console checks what a plant claims against two things the plant does not control: the utility's power meter, which records every heat the furnace melts, and the invoices of everyone it trades with.
Where to look first
Each input's share of the uncertainty in the passport number. An auditor with one hour checks the top documents first; the rest barely move the result.
The power meter counts the heats
Plant B's billet register is its biggest own-document risk. An induction furnace draws megawatts only while it melts, so the utility's 15-minute meter data shows every heat. Heats times crucible size, and the energy it takes to melt steel, set ceilings the register cannot pass.

The invoice network
Thirty firms and their July e-invoices, GSTIN to GSTIN. Each firm's sales are checked against what it bought (with the best yield on record), and each product's invoices are searched for circles: the same billets sold round a ring of firms is circular trading, the classic fake input-credit pattern, and a way to launder carbon claims.
